August 2026: Legislation on the Move

Councilmember Tulba is the Chair of the Public Safety & Economy Committee and Vice Chair of the Committee on Housing, Homelessness & Parks. He also serves on the Budget; Energy, Environment & Sustainability; as well as International & Legal Affairs Committees.

Here are some bills and resolutions that our District 9 team is tracking:

RESOLUTION 26-129: Confirming the nomination of Krishna F. Jayaram to serve as the Managing Director of the City and County of Honolulu.

BILL 41 (2026): Adds definitions for “Electric Bicycle,” “Class 1 Electric Bicycle,” Class 2 Electric Bicycle,” Class 3 Electric Bicycle, “Electric Micro-mobility Device, “High-speed Electric Device,” and “Electric Motorcycle.” Substitutes the term “electric bicycle” for the terms “bicycle with motor,” “motorized bicycles,” and similar terms. Substitutes the term “motor-driven cycle” for the term “motor scooter.” Regulates riding electric bicycles on sidewalks under certain circumstances. Prohibits on bikeways: (1) driving a vehicle, other than a bicycle, electric foot scooter, or electric micro-mobility device, with specified exceptions; and (2) operating mopeds or electric motorcycles. Prohibits a person under the age of sixteen from operating a class 2 or class 3 electric bicycle without direct supervision. Repeals as preempted: (1) certain safe driving requirements for the operation of electric bicycles on public streets, paths, or trails; and (2) helmet requirements for minor operating electric bicycles.

BILL 33 (2026): Establishes a special fund to be called the Parks Maintenance and Recreation Services Revolving Fund for the deposit of all revenues and proceeds generated by the DPR relating to the use of lands dedicated for park use or for park maintenance and recreation services, or otherwise earmarked for the restoration, operation, or maintenance of beaches and parks under the jurisdiction of the DPR, to be expended for DPR operations and parks maintenance and recreational facilities under the jurisdiction of the DPR. 

BILL 44 (2026): Specifies certain percentages of TAT revenues to be deposited into the Parks Maintenance and Recreation Services Revolving Fund, the Honolulu Zoo Fund, and the Botanical Gardens and Urban Forestry Revolving Fund. 

BILL 45 (2026): Increases the real property tax homeowner exemption amount from $140,000 to $160,000.

BILL 46 (2026): Increases the real property tax homeowner’s exemption amount from $180,000 to $200,000 for taxpayers 65 years of age or over. 

BILL 47 (2026): Reduces the vehicle weight tax rates for motor vehicles designed primarily for carrying passengers; trucks and noncommercial vehicles having a net weight of 6,500 pounds or less; and vehicles designed for carrying property or for purposes other than carrying passengers.

Bill 52 (2026): Increases the fines for violations of ROH Chapter 13, Article 6, relating to peddling.

Bill 53 (2026): Generally prohibits possession and use of shopping carts on Oʻahu unless the shopping cart is identified by the legal owner and used on a premises under the legal control of the owner. Establishes penalties. Defines shopping cart to include metal or plastic handcarts on three or more wheels, and to exclude handcarts made out of other materials, without sides (flatbeds), or with a carrying capacity of less than 1.41 cubic feet or 40 liters (baskets with wheels).

Bill 54 (2026): Upon the request of an adjacent property owner or resident, allows the DTS Director to mark certain curbs within one-quarter mile of any public access to a hiking trail with a warning of certain parking restrictions or prohibitions.
